Sacramento’s city rent rules stop at the city line, and Orangevale is outside it
A quarter of Orangevale’s occupied homes are rented, and landlords and their counsel sometimes reach for the City of Sacramento’s rules when an Orangevale tenancy goes wrong. Owner move-in notices under Senate Bill 567
Since April 1, 2024, the state Act sets four conditions on ending a tenancy so an owner or close relative can move in, as summarized in the Attorney General’s guide for landlords:
- the owner or relative moves in within 90 days after the tenant leaves;
- they live there as a primary residence for at least a year;
- the notice names the person moving in and their relationship to the owner, and tells the tenant they may ask for proof of that relationship;
- no similar vacant unit on the property is available for the owner or relative instead.
If the move-in does not happen within 90 days, or the stay is shorter than a year, the unit must be offered back to the tenant at the same rent and terms, with reasonable moving expenses reimbursed. For the server, the practical point is that the packet runs to several documents, and counsel should hand over the complete set at once.
Remodel notices in a housing stock built before 1990
Half of Orangevale’s housing units (49.8%) went up in the 1970s and 1980s, and another 31.8% before 1970, according to the Census Bureau’s 2020-2024 estimates (table DP04). The remodel ground under SB 567 is narrow. The work must replace or substantially change a structural, plumbing, electrical or mechanical system and need permits, or remove hazardous materials like lead paint or asbestos, and the tenant must have to be out for at least 30 days in a row.

The notice for that ground carries more than a date. It has to describe the work, include copies of the required permits, give the expected completion or demolition date, and tell the tenant that they can re-rent if the work never starts or is not finished. Missing permits in the envelope are something the tenant’s counsel will look for first.

Orangevale has no city government, so the county’s officers do the public side of civil process here. The Sacramento County Sheriff’s Civil Bureau serves summonses, small claims papers, restraining orders and subpoenas, levies on wages, bank accounts and vehicles, and carries out evictions across the county. Counter hours, the early window and the e-portal
- Public counter: Monday 9:00 a.m. to noon, Tuesday through Thursday 9:00 a.m. to 3:00 p.m., Friday 9:00 a.m. to noon.

What the Bureau will not do
The Bureau states that because the matters are civil, deputies cannot use criminal investigative tools such as stakeouts or DMV and arrest-record searches to find a defendant. Deputies serve on weekdays between 8:00 a.m. and 3:00 p.m., and service outside those hours costs extra. It also leaves the filing to the requesting party: any proof of service, declaration of due diligence or other declaration from the Bureau has to be filed with the court by the person who asked for service.
Time it needs before a deadline
Most documents are time-sensitive, and the Bureau asks that papers reach it at least ten days before the service deadline unless a different period is stated. Every request needs the Judicial Council’s Request for Sheriff to Serve Court Papers (SER-001), plus SER-001A for writ-based services other than an earnings withholding order.
What the Bureau charges
The Bureau’s fee schedule, effective January 1, 2024 and posted as the current schedule, sets most service at a flat fee that the Bureau keeps even if the defendant is never found (Government Code sections 26736 and 26738):

Choosing between the two for an Orangevale address

The Bureau works within business hours and without stakeouts; a registered process server can be sent in the evening or on a weekend, can hold an address through a reserved stakeout block, and returns a proof for counsel to file. Disputes over water service, a main break or a construction job in Orangevale often involve Orange Vale Water Company, and how it is served depends on what kind of entity it is. Its own description is direct: “We are a mutual water company, not a public agency,” owned by the people of its service area.
What the company is
The company was formed on May 23, 1896, out of the Orange Vale Colonization Company. It serves about 15,200 people through some 5,500 service connections across roughly 3,075 acres of central Orangevale, plus small sections of Fair Oaks and the City of Folsom. It buys its water from San Juan Water District and delivers it through the Sidney N. Petersen Treatment Plant from Folsom Reservoir.
Why that changes the serve
A mutual water company is a private corporation, so papers naming it go to its designated agent for service of process or to an officer, found through the California Secretary of State, not to a public entity’s clerk or board secretary. San Juan Water District, the wholesale supplier, is a public agency, and a claim or suit against it follows the rules for public entities instead. Naming the right one at intake keeps a water dispute from starting with papers delivered to the wrong office.

A company or attorney mails a signed request on letterhead that gives the levying officer file number, the court case number and the case title. An individual uses the Bureau’s change of address form and mails it with a copy of a driver’s license.
Does the Sacramento County Sheriff collect anything from the judgment debtor?
Yes. Government Code section 26746 adds a $15 assessment, collected from the judgment debtor, on each disbursement of money paid to a judgment creditor under a writ of attachment, execution, possession or sale, except in child support actions brought by the Department of Child Support Services.
