California civil court filings by county, fiscal year 2024-25

How many civil cases each of California’s 58 superior courts received between July 1, 2024 and June 30, 2025, set against each county’s population. Look up a county, compare rates, sort the full table or download it as a CSV file.

California’s superior courts received 1,037,118 civil filings in fiscal year 2024-25, which works out to 26.35 for every 1,000 residents. Los Angeles County accounted for 309,615 of them (29.85%), and Sacramento County had the highest rate in the state at 65.91 filings per 1,000 residents.

Los Angeles files more than its share

The county is home to 24.8% of Californians and received 29.9% of civil filings. In cases over $35,000 the gap widens: its 110,774 unlimited civil filings are 37% of the state total.

Sacramento’s rate is 2.5 times the state’s

With 4.1% of the population it received 10.2% of filings. Most are limited civil cases other than evictions: 81,575, or 50.67 per 1,000 residents against 13.49 statewide. The report does not say who filed them.

Few counties sit above the average

Only Sacramento, Los Angeles (31.76) and San Bernardino (30.30) exceed the statewide rate. The two biggest dockets pull the average up; the median county is at about 20 filings per 1,000 residents.

Eviction filings statewide

That is 3.27 per 1,000 residents. Among counties of 100,000 or more, the highest eviction rates were in Sacramento (4.93), Solano (4.65), Los Angeles (4.21), San Francisco (4.19) and San Bernardino (4.06).

The Central Coast files least

Santa Cruz had the lowest rate among counties of 100,000 or more, followed by San Luis Obispo (14.96), Monterey (15.56), Sonoma (15.61) and Marin (15.86).

Most civil cases are limited civil

Claims of $35,000 or less, evictions included, made up 63.6% of filings. Unlimited civil was 28.9% and small claims 7.5%.

Unlimited civil includes motor vehicle and other injury cases, other civil complaints and petitions, and small claims appeals. Limited civil is split into evictions and other limited cases, so the columns do not add across.

How the file was built

  1. Civil filings by county and case type come from Table 4a of the Judicial Council of California’s 2026 Court Statistics Report, which covers fiscal year 2024-25 and is published only as a PDF.
  2. The 58 county rows add up exactly to the report’s statewide total in all ten columns, and each row’s case types add up to its total.
  3. Each county was matched to its Census FIPS code and to the U.S. Census Bureau’s Vintage 2025 population estimate for July 1, 2024, the first day of the fiscal year.
  4. Rates divide each count by that population, per 1,000 residents, rounded to two decimals.

What the data cannot tell you

  • A case is counted where it was filed, which is not always where the parties live or where the dispute arose.
  • These are the counts each court reported. None of the fiscal 2024-25 civil filing figures used here carries the report’s incomplete-data mark.
  • The table counts filings, not outcomes, and does not say who filed. It cannot explain why one county’s docket is larger.
  • In small counties a few cases move the rate a long way: Alpine’s rests on 16 filings and 1,086 residents.
  • Family law, probate, mental health, juvenile and criminal matters are not included.
